An internal auditor has asked the Inspector General of Government (IGG) to stop the payment of sh435m to a local media house (Daily Monitor) as a reward for whistleblowing.
Through Milton Advocates, Geoffrey Odungu Eyit says he is the whistleblower and that the money belongs to him.
In a letter addressed to the IGG dated November 24, 2022, Odungu says he provided information on the doubtful expenditure of government funds worth sh8.9b allegedly disbursed through the agriculture ministry to the Fisheries Training Institute Entebbe and Bukalasa Agricultural College, Wobulenzi.
He says, as a result, the Government recovered sh8.7b. However, he is demanding his claim of 5% of the money recovered, amounting to sh435m, as provided for under section 19 of the Whistleblowers Protection Act, 2010.
“Despite demands, you have publicly tweeted stating that you will instead pay the Daily Monitor sh450m,” Odungu stated in his letter.
He says the Daily Monitor story dated October 1, 2021, directly quoted from his audit report that he had shared, as the source of information it relied on to publish.
For avoidance of doubt, Odungu said he was summoned by the IGG on December 7, 2021 and he confirmed to the anti-corruption body that he personally carried out the audit and raised a red flag about the corruption, in a recorded statement.
