Whistleblower sergeant at center of Congressional probe into DC crime stats - WUSA9

WASHINGTON — D.C.'s police department is deciding how it will respond to a congressional request to produce documents and provide officer interviews for a House oversight investigation into alleged crime underreporting within the Metropolitan Police Department.

The investigation targets information related to a 2020 case first brought to light by WUSA9's investigative team, centered around allegations made by MPD Sergeant Charlotte Djossou.

Whistleblower at Center of Investigation

Days before her name appeared in a letter from the House Oversight Committee announcing the congressional investigation, Djossou took to Instagram after receiving calls from reporters seeking her story.

"I can't talk to them until I retire," she said in an Instagram video. "I'm still a sergeant with the Metropolitan Police Department."

But Djossou did speak exclusively to WUSA9 in 2020 as a 15-year MPD veteran previously honored for her service. She went public with stunning allegations about crime underreporting by her supervisors, producing internal documents from two cases.

Documented Cases of Alleged Underreporting

In the first case, a man allegedly slashed a woman in her face and neck with an unknown object, sending her to the hospital. Instead of classifying it as "assault with a dangerous weapon" — a felony charge carrying up to 10 years in prison — investigators classified the alleged crime as "simple assault," a misdemeanor with a maximum six-month jail sentence.
