Muncie controller: City's ARP funds have been properly managed, put to appropriate use - The Star Press

I have never written a letter to the editor but some of the details from a recent opinion piece from Andrew Dale

His letter made some claims about ARP funds being used for Muncie Redevelopment Commission (MRC) debt reduction. As the controller for the City of Muncie and the person responsible for dealing with the Federal Government and the resulting requirements and filings, his claim is inaccurate at best.

Mr. Dale’s letter shows that either he is too inexperienced about ARP funds, or does not understand the ARP rules, or that he was simply being political with his allegations. The ARP rules, that I followed, made it clear that debt reduction, paving of streets, bolstering pension funds and many more items were not allowed in the program. The ARP funds are also not to be comingled with city funds, which those funds are not

As the rules stated, I set up a separate line-item account in our reporting system and opened a new separate bank account to manage these funds. I have been extremely careful to follow the rules while handling these ARP funds. I have relied on legal counsel with two firms to help insure compliance. While we are not perfect and mistakes can occur, I do not appreciate the inaccuracies that his letter claims about my department.
