NAPK Proposes Automated and Faster Whistleblower Reward Payments in Ukraine - Букви

The NAZK proposes changing the legislation to automatically and more quickly pay rewards to corruption whistleblowers. Such steps were outlined during a conversation with Radio NV by the agency’s head, Viktor Pavlushchyk, noting that draft bills have been developed that regulate the process of automatic payments and standardize approaches to whistleblowers in criminal, procedural, and anti-corruption law.

“Because there are two whistleblower rewards that we implemented in 2024 through cooperation with the Ministry of Finance, the State Treasury, and the Cabinet of Ministers. But it would be preferable for the legislation to provide for a mechanism for automatic calculation of these funds and payments in a shorter period of time”

According to Pavlushchyk, the NAZK launched an online portal where whistleblowers can submit complaints about corruption offenses. Currently, about 9,000 organizations at the national and regional levels are connected to the system, and there are plans to expand the registry to roughly 90,000 institutions and enterprises.

He also noted that the whistleblower status has already been granted to around 150 people, and the first two payments were made in 2024.

Key Provisions of Potential Changes

The law on preventing corruption currently guarantees whistleblower rewards of 10% of the losses inflicted on the state or of the bribe amount if that amount exceeds the subsistence minimum by five thousand times. The maximum amount of...
