Solano whistleblower report IDs policy issues; provides little detail - Fairfield Daily Republic

FAIRFIELD — Solano County released its latest whistleblower report for the first six months of 2022, a report that offers broad strokes but few details.

The report from the Auditor-Controller’s Office states that “32 complaints of perceived incidence of fraud, waste, abuse, or violations of county policy or law through the program. Of the 32 complaints, 23 were determined not to be program matters because the complaint failed to provide enough information, or the allegation was not within the scope of the program.”

Covid-19 protocol violations were among those issues that are not part of the program.

That left nine new complaints along with four others from the previous reporting period. One of those previous reports also was determined to be outside the whistleblower program’s scope.

There were seven violations of law and/or current county policy; two welfare fraud complaints; and one for management conduct. Two other complaints were not placed in an identified category, and there were no complaints for waste of county funds.

Five of the cases were determined to have merit, four had no merit and three remain under investigation, the report states.

The two cases of welfare fraud were referred to the Health and Social Services Special Investigations Bureau for investigation. Both were determined to have merit, but no other details were provided.
